The fact is that the refractive index of water (the ratio of the speed of light in vacuum to the speed of light in a given medium) is 1.34, vitreous body, the cornea (elements of the human organs of vision), the indicator is the same - 1.34, and for the lens, the biological lens in our eye, - 1.43.

As you can see, there is either no difference between the indicators, or it is minimal. If they were completely identical, then, probably, we would not be able to see anything under water at all.
