Compensation for the purchase of orthopedic shoes is provided based on:

· Federal Law No. 181 of November 24, 1995 “On the social protection of disabled people in the Russian Federation”;

· Order of the Ministry of Health and Social Development of the Russian Federation No. 57n dated January 31, 2011;

· Decree of the Government of the Russian Federation No. 560-P dated 20710.2017, approving the list of prosthetic and orthopedic products, the cost of which is subject to reimbursement to a disabled person

  • Decree of the Government of the Russian Federation of August 20, 2003. No. 512 “On the list of types of income taken into account when calculating the average per capita family income and the income of a citizen living alone to provide them with state social assistance”;
  • Order of the Ministry of Health and Social Development of the Russian Federation dated May 2, 2012. No. 441n “On approval of the Procedure for issuing certificates and medical reports by medical organizations.”

Important: To receive compensation from the state, a citizen with a disability group must confirm the need to wear orthopedic shoes due to the presence of a certain disease. If the rehabilitation program and medical report of a certain person do not indicate the need to wear special shoes, compensation will not be made.

Procedure for reimbursement of the cost of orthopedic shoes in 2020

To receive funds as compensation from the state for disabled people, children and other categories of citizens, you must consistently perform the following steps:

  • Go to the clinic at your place of residence and get an orthopedic opinion. The certificate must indicate the diagnosis: plano-valgus deformity of the feet to a pronounced degree. For children, this will mean wearing special shoes with lateral support and arch support. If a specific product is needed based on a disease or physiological characteristics, then it will be manufactured at a prosthetic and orthopedic enterprise on a special order.
  • Proof of disability is not necessary to obtain a doctor's opinion! If there are no indications for registering a group, you should contact your local social security authority for clarification. When a disability is established and, in connection with this, the need to wear special shoes is required, confirmation of a medical and social examination is required. You must receive it on the basis of documents on your health status annually, if the disability is not assigned indefinitely. A rehabilitation program is also needed.
  • Contact the company where orthopedic products are manufactured. When purchasing an individual item, you must submit a referral from social security. The cost of the goods will be about 8 thousand rubles. You need to take proof of payment to process compensation. In some cases, shoes are provided free of charge according to the conclusion of the social protection fund.
  • It is also possible to contact the MFC directly to receive services. You can find out whether a particular center processes such compensation by calling or visiting the service department.

Reimbursement of the cost of orthopedic goods in 2020 in the regions

Regional programs may provide 100% compensation for expenses associated with the purchase of prosthetic and orthopedic goods. An example is the effect of the law “Development of social protection of the population in the Chelyabinsk region” for 2017-2020. The following standards have been adopted as part of compensation at the expense of regional authorities:

Citizen category Conditions of the subsidy Compensation amount
Children under 18 years of age. If the family income is below the subsistence level per capita in the constituent entity of the Russian Federation - the Chelyabinsk region. Its size for 2020 is 9,689 rubles. 100% of the full cost of special purpose goods
Citizens employed in the rear during the period from 06/22/1941 to 05/09/1945 - Great Patriotic War, except for the time of work in the occupied territories of the USSR, awarded orders and medals for work during the Second World War. The income of a family and an individual citizen in need of government support is not taken into account. 100% of the price of an orthopedic type product.
Disabled people of other groups If the income for each family member is less than the subsistence level - up to 9,689 rubles. monthly. 50% of the purchase price of the goods

According to the law of the Chelyabinsk region, it is allowed to receive a subsidy for no more than 2 pairs of orthopedic shoes. Cash compensation is provided once annually to reimburse the costs of disabled people for the purchase of orthopedic products in the period from January 1, 2017. The application must be submitted before November 30 of the year in which the special-purpose goods were purchased.

Refusal to pay compensation for orthopedic shoes in 2020

Funds are not paid from the state or regional treasury in favor of a disabled person as compensation for the following reasons:

1. An incomplete package of documentation was provided. You need to check with your local social security office.

2. The papers were submitted to the government agency with corrections and technical errors, with crossed out data and inaccurate information.

3. The applicant is not authorized to submit documents and does not have a power of attorney duly certified by a notary.

4. The applicant has no grounds for receiving compensation - the disability group associated with the need to wear orthopedic shoes has not been confirmed.

5. The petition is submitted for the third time in a year or for the third pair of shoes during the calendar year.

6. The deadline for submitting an application in the current year when the purchase was made was missed. For example, a disabled person did not contact the social security authority until November 30 of the year in which the shoes were purchased. He will only be able to receive compensation next year.

Important: citizens are responsible for the information provided. In the event that compensation is received by a person who was not entitled to receive such a subsidy, the funds must be returned by order of government agency on time to the account specifically specified in the resolution. If guilty actions and intent are established, administrative liability may be imposed.

Expert opinion

If any deficiencies are found in the documentation, the papers are returned to the applicant for revision. If they are missing, you must contact authorized institutions to issue the necessary papers. For example, a store where you need to get a sales receipt or a notary’s office to issue a power of attorney for a representative, or an opinion from the Bureau of Medical and Social Expertise. In some cases, it is possible to provide compensation to citizens who do not have a disability group. The procedure for receiving compensation is regulated by regional legislative acts.

Common Mistakes

Error 1. The wearing period of orthopedic shoes has not expired, but the citizen asks to replace the pair. If the time has not yet come to purchase a new piece of clothing using government subsidies, then it is necessary to repair the item. If it turns out to be defective and cannot be restored, then you need to obtain a medical-technical expert opinion on the need for an urgent replacement due to a change in health status or poor quality of the goods, and the subsidy will be provided before the allotted time for wearing the item expires.

Error 2. A citizen who has a disability group and illness that allows him to receive a subsidy for the purchase of orthopedic shoes did not know what types of goods can be purchased as part of receiving state support. In connection with the purchase of goods that do not fall under this category, compensation is not due. To know for sure whether monetary compensation will be received when purchasing certain types of shoes, you can first contact the social security authority at your place of residence for advice. It is also necessary to purchase goods in specialized stores, where shoes have a special “FSS” sign.

Question answer

Question 1. Why was monetary compensation in connection with the purchase of orthopedic shoes not provided in full according to the price indicated on the sales receipt?

– The compensation that is paid under the state subsidy is determined by the price set at the federal level. In this case, the cost at which the goods were purchased through government procurement is taken into account. It does not take into account what season the shoes were purchased, the date of manufacture and the time of applying for compensation to a government agency.

Question 2. Can I, as a disabled person, demand replacement of orthopedic shoes if their service life has not yet expired, but they quickly became unfit for wearing?

– An urgent replacement will be made if an application is submitted to the social security authority at the place of residence of the disabled person if confirmation is provided that the item has broken down before the end of its service life. To do this, you will need to obtain a conclusion from a medical and technical examination institution.

Case Study

Example 1. A disabled person of group 1 required wearing orthopedic shoes. He contacted the department of the social protection authority in the Sosnovsky district of the Chelyabinsk region at his place of registration. The local program of the Chelyabinsk region “Development of social protection of the population in the Chelyabinsk region” for 2017-2020 operates in the region. The document provides, as one of the measures of social support, compensation for the cost of prosthetic and orthopedic goods purchased in connection with the presence of a disability group.

Instructions

If your child is required to wear orthopedic shoes, you may be able to receive compensation for their purchase. Be sure to take advantage of this right, since shoes in stores are very expensive. By contacting the One Stop Shop for help, you can save your family budget.

Before purchasing shoes, consult a podiatrist. The doctor will examine the child and, if necessary, issue a certificate of the established form. It should indicate the diagnosis, as well as a recommendation for wearing a certain type of shoe.
In most cases, purchasing preventative boots and shoes helps solve the problem. If you have a hallux valgus, you need special shoes.

When purchasing boots, shoes or sandals in a store, show the sales assistant a certificate issued by an orthopedist. This document will help you choose the right shoes. Buy such products only in specialized places. If you make a purchase in a regular shoe store, do not forget to ask the seller for a certified copy of the certificate of conformity for the product. It must indicate that the shoes you are purchasing are orthopedic.

Prepare in advance certificates of income of all able-bodied family members for the last 6 months. In this case, you need to take into account wages, benefits, pensions. Income per family member should not exceed 1.5 subsistence minimums. Otherwise, you will not be able to receive compensation for the purchase of shoes from the state.

Provide the One Stop Shop specialists with your passport, children’s birth certificates, and documents confirming family ties. This could be a marriage certificate, a divorce certificate. Also provide originals or certified photocopies of work records of all able-bodied family members and income certificates. Attach a receipt for the purchase of shoes to all documents and write a statement in the prescribed form.

Please note that all able-bodied family members must work or be registered with the employment service. If all the documents that you provide to the One Stop Shop specialists are in order, after 1-2 weeks you will receive compensation for the purchase of shoes. The money will be transferred to your savings book, a photocopy of the first page of which you need to provide to a social service specialist upon your initial application.

note

You have the right to apply for a refund for the purchase of 2 pairs of orthopedic shoes per year. You will have to pay for the remaining purchases yourself.

Helpful advice

When purchasing orthopedic shoes, take a cash receipt and a sales receipt for the purchase. If there is no cash register in the store, pay with a card and take a receipt. This will serve as proof that you paid for the item.
